Description:

Developed to keep youths who have committed minor nonviolent misdemeanor crimes as their first offense out of the criminal justice system. Juvenile First Offender officers review all PBSO non-custodial juvenile arrests to find candidates for the program. Candidates must be first time offenders.

In order to qualify, both the victim and the parents of the offender must agree to entry into the program. Once the juvenile is considered for entry into this program, he/she must admit guilt to the crime, agree to accept and complete all sanctions and conditions ordered by the youth court. These may include curfews, community service, restitution, letters of apology/essays and service on youth court as a juror or other conditions.

Sanctions are assigned after attending a hearing before youth court comprised of previous offenders and youth volunteers. The Juvenile First Offender officer monitors the juvenile's conduct and insures activities leading to the completion of all sanctions and conditions within the appropriate time period.
