Description

The EHEAP program is provided to prevent the loss of electrical utility services placing elders at risk because they cannot pay their electrical bills. The inability to cool or heat a home may place seniors at grave risk because of illness, inability to prepare food, and other issues. EHEAEP can be used to intervene in any one of the following circumstances.

Must have a documented emergency and can otherwise pay their bills from month to month and can show this by providing copies of all income and expenses. IF the client has a deficit in this income compared to expenses, they will not be approved.

Eligibility

1. The heating/cooling source is shut off, or is about to be shut off. Have received final notice. 2. Being out of or at imminent risk of being out of heating fuel. 3. Payment of fees is required for a new connection for power or power is already turned off (where lack of power would make it impossible to heat or cool the home during heating and cooling seasons). 4. There is an immediate need for blankets, fans, fuel, oil, etc. 5. Other documented needs regarding the lack of heating/cooling such as blankets or fans. 6. At least one elder age 60 or above must live in the household. 7. The elder requesting EHEAEP does not live in government subsidized housing in which home energy costs are included in the rent (not applicable to fans, blankets, etc.); in a group living facility or private home whose cost of residence is at least partially paid through any foster care of residential program administered by the state; or as a student and reside in a dormitory. 8. Households are eligible if the income is equal to or less than the income limit specified for the household size. Specifically, household income for all household members when combined must place the household at or below 150% of the annual poverty level for the household size. The income eligibility will be determined by calculating the total earned and unearned income received by household members during the month of application minus exclusions as specified by guidelines. Income must be verified. 9. The EHEAEP worker must also verify that the energy crisis exists by collecting documentation showing a delinquent payment amount, final shut-off notice, or other documentation from the utility company and through contacting the utility company directly to verify that the documentation presented is accurate. To receive blankets, fans, portable heaters, fuel or repairs to heating/cooling source, an acceptable statement made by the consumer explaining need is sufficient.
