Description:
The purpose of the HCE program is to encourage the provision of care for elders in family-type living arrangements in private homes as an alternative to nursing homes or other institutional care settings. The program encourages a person or group of persons, acting as caregivers to provide basic support and maintenance and assistance in arranging specialized services as needed. Subsidy payments may be made to caregivers for support and health maintenance to assist with the cost of housing, food, clothing, medical or dental services and incidentals, not covered by Medicaid, Medicare or any other insurance. Level II background check required by caregiver.

Eligibility
Age 60 and older, have income and assets which do not exceed ICP limits used under Medicaid for nursing home care, and be at risk of nursing home placement based on DOEA 701B Assessment Instrument. The consumer must be living with ad adult caregiver 18 years of age or older, who is willing and able to provide ad/or assist in arranging for services for the consumer. This caregiver must also qualify as an HCE caregiver.
