Programs that provide certification and documentation that an individual is experiencing homelessness, which may be required to qualify for certain benefits and services. Third parties such as staff at emergency shelters, homeless drop in centers, homeless outreach programs, and other agencies interacting with individuals experiencing homelessness may issue this documentation. In some circumstances, an individual may fill out a form attesting as a self declaration that they are experiencing homelessness.
